     I would like to welcome everyone back from a week’s rest after the District Assembly. First and foremost, I would like to congratulate the Chairman of District Assembly 2002, PP Albert Dy, for that very successful affair. It was attended by almost 600 delegates from all over District 3790. Likewise, I would like to commend the equally hardworking committee chairmen namely, VP Rex, Dir Jerry, Dir Jun, Dir Alan, Dir Reggie, Treas. Arnel, PP Canor, PP Rey Nisce, Editor Edward, IPP Jerome, Edward Dy, Ming, Mike, Ronald Dy. To the Rotarians that helped out in the various committees before and during the District Assembly namely, PDG Ces, PP Aldy, PP Ben, PP Tony, PP Reybo, PP Cres, Tim Warden, Billy, Ric, Ernie, Edgar, Joel, Frederick, Romeo, Ruel, Arnold, Jong, Sammy, Harvey and all other members that attended the affair. Thank You Very Much for your support. The two day program went thru very well especially on the first day where we had the functional groupings which was systematic and well organized, the speakers were interesting as we noticed the participants never left the rooms until the lectures were finish. The same with the second day, we almost thought it will be a low turnout as everyone would have

been enjoying the Sun and Sand of our pristine beaches, but on the contrary, we still had more than 400 delegates participating in the equally enjoyable team building exercises conducted by Nonong Noriega. They are of course courtesy of DGE Macky Macabulos and his Ann Rita.  And to top it all, everybody worked hard and prepared for this activity. Hopefully, this will be the start of another good year for District 3790! We all deserve a pat in back for a job well done!

     This past two weeks, we finalized the closing of the Comprehensive Community Based Disaster Management Training for the 4 Municipalities namely, Bangar, Luna, Tubao and Rosario, with the formal turnover of additional equipment that we earlier provided, which are, uniforms, helmets, shovels, spine boards, and first aid kits, additional equipment given were flashlights, individual first aid kits, half boards, raincoats, megaphones and the barangay disaster map.

     We also plan to organize these Disaster Action Teams into an RVC in order for the project to be sustained and for them to propose new projects for the club. I want to thank VP Rex, who was the lecturer during this closing activity.

     Q: Since the Council on Legislation reduced membership types to active and honorary, some longtime "senior active" members threaten to resign if they have to attend every club meeting. Can we make them honorary members?

     A: Although "senior active" membership no longer exists, excused absences do. Section 2 (b) of Article VIII of the Standard Rotary Club Constitution states: "A member's absence shall be excused if the aggregate of the member's years of age and years of membership in one or more clubs is 85 years or more and the member

has notified the club secretary in writing of the member's desire to be excused from attendance and the board has approved."

     Clubs are asked to reserve honorary membership for persons who have distinguished themselves by meritorious service in the furtherance of Rotary ideals. Honorary members have no vote or classification and cannot hold club office.
