ov. ALVIN is a young man at the age of 46.  He joined Rotary in 1985, as the Charter Secretary of the Rotary Club of Downtown Dagupan.  He became President in 1989-90.  After that, he served the Club in various capacities, as Director, four (4) consecutive years as Club Secretary and Protocol Officer.  Unknown to many, Gov.  ALVIN  was a President of an Interact Club during his high school days.  He then served the District as DGSR of the Rotary Club of Bugallon, Member of the District Nominating Committee, District Parliamentarian, District Legal Officer, Team Leader-Saitama Summer Youth Exchange, District Chairman on Club Service, Membership Development-Deputy District Governor - Area II, Chairman - Committee on Resolution, Team Leader for the Group Study Exchange to Southern California, U.S.A.  Through his able guidance as the Deputy District Governor, his club garnered fourteen (14) District Awards in RY 1997-98 and helped 8 clubs in his area garnered the Presidential Citation and Governor's Citation.  For his dedication and service to Rotary, he was selected by the District Nominating Committee as District Governor for RY 1999-2000.  He was instrumental in the formation of the Rotary Club of Binmaley Century, one of the newest clubs in the district.  He is a Paul Harris Fellow.  He was a consistent first honor student in his elementary and high school years.  He graduated his Bachelor of Arts, Cum Laude at the Lyceum Northwestern-Dagupan City and Bachelor of Laws, Magna Cum Laude at the University of Pangasinan-Dagupan City.  He then took the Bar exam in 1978, passing the same with an impressive rating of 85.775%.   He served in the City Government of Dagupan from 1976 to 1986.  After passing the Bar in 1978, he was appointed as the Legal Officer of Dagupan City at a very young age of 25.  He was probably one of the youngest to hold such a sensitive and important legal position.  He was commended for his brilliant handling of cases of the city and investigation of corrupt practices in the government.  He was recently appointed as Chairman of the People's Law Enforcement of Dagupan City.  Due to his impressive scholastic performance and rating in the Bar Examination, he was invited to be a Professor in the College of Law of the University of Pangasinan- just after passing the Bar and became the youngest professor in the College of Law at the age of 25.  For the past ten years now, he has handled Civil Law subjects; including Civil Law Review.  He is one of the most respected law professors with complete mastery of his subjects.  He conducts his oral recitations without any book or notes.  He is likewise a reviewer of CPA students at the CPAR, Dagupan City.  Getting tired of Government Service, he went to private practice in 1986.  He specialized in Civil and Corporate Law.  He represents 26 corporate retainers.  His typical day in court is attending four to six cases.  He is happily married to Dr. Merla T.
