Albert's most cherished attainment was the amplification of Sibuan-Otong, not in terms of tangible infrastructures, but as regards health, livelihood and sanitation which created larger impact to its populace. Sibuan-Otong belonged to the poorest in the City based on Internal Revenue Allotment of 1998. It comprised of 126 families, with 20% of children less than 5 years old who were 3rd degree malnourished (protein-calorie malnutrition). According to Dir. Rex, who is a veteran of community works, he never imagined an opulent Albert with a pearly and dermatologically flawless skin wallowing in such a community. He went in stride, and almost made it his hangout because of his numerous proposals. He demonstrated a genuine covenant to service. By grace the club's goals and obligation to the community and its people were fulfilled.
Great leaders mostly possess winning traits. Albert does not have the depths of his father, nor the wit of PP Cres. He lacks the spontaneity and gab of PP Ives Nisce and Andy Astom, the tact and refinement of PP Rufy Macagba, the social clout and influence of PP Rey. But he has the dynamicity of PDG Ces, the intensity of PP Ferdinand, the diplomacy of PP Ben, the determination of PP Arsing Ignacio, the patience of PP Dan Bolong, and the sincerity and dedication of all the past presidents. Nonetheless he succeeded and went through smoothly. Sometimes he was even too compromising and pleasing that people tend to outdo him. But over and beyond all these, it was a fact that he had people who really supported him. Thanks to his father who "silently" taught and guided him on administration. The magnificent seven, whom he dragged to his induction as his new recruits. They helped him wholeheartedly, if not loyally in his endeavors. Lastly, the RotaBoys. They undeniably played enzymes to his term. They yearned to assist, and they did voluntarily. They were accused of revolutionizing the club in terms of timeworn traditions and attitude. All were done based on wisdom and effusive love for the club, redounding to the enhancement and growth of RCSFU.
No one can blame Pres. Albert if he feels larger than life by now. He has all the reasons, and the club's history will ever be beholden to him. Just when we thought that he has done his best, think again. Because he has committed himself to help serve the needy special children in our community once he is done with his term.

Training and Regional Medical Center This was attended by Dept. of Health Under-Secretary Ma. Margarita Galon and Dr. LudgerioTorres, Director of the Phil. Heart Center for Asia on Aug. 11-13, 1999. In line with the celebration of Lung Month athe Rota-Lung was born whose main objectivewas to totally eradicate smoking among the youth was launched on August 17, 1999. Our Club, the PNRC and the LU Medical Society jointly sponsored the On-the-spot Drawing Poster Making contest at the City Plaza to elementary and high school students to instill in the minds the harmful effects of smoking and likewise discourage the would s be smokers the dangerous habit. Likewise, we have installed billboards and pylons against hazards of smoking to different schools. Put up Health Fair Exhibit on 31 August to 3 September for public viewing. Inducted new set of officers of the Interact Club of DMMMSU-Mid La Union and the Rotaract Club of Union Christian College. Book fair and US Surplus Bargain Sale - this project was sponsored jointly by the Rotary Club of SFU and the San Fernando Christian Community with special participation of the Rotaract Club of Union Christian College. Proceeds were used for the implementation of projects in the community. Installed billboard against illegal recruitment to inform the public on the proliferation of Illegal Recruitment Agencies and Recruiters in coordination with the Dept. of Interior and Local Government. The Adopt-A-Barangay Project in Barangays: Calabugao, Sibuan-Otong and Tanquigan & Baraoas. Our accomplishment includes the the following: 1. De-worming and feeding Program in Brgy. Sibuan-Otong a joint project of the Rotary Club of SFU and the Inner Wheel Club of SFU on September 10, 1999; 2. Installation of 4-Way Test billboard translated in Ilocano as a way of disseminating to the community . 3. Conducted Rota-Mission in Sibuan Otong, Baraoas and Tanquigan with free dental, general check up, blood typing on October 17, 1999 . This was attended by members from our Club, Inner Wheel Club of SFU, La Medical Society and members of Rotaract and Interact Clubs. There were 321 recipients. 4. Constructed and turned- over the store of RVC of Sibuan-Otong with P10,000.00 as Revolving Fund to be paid every quarter to the RC of SFU This livelihood project was
