ur second Board Meeting which was held last August 25,1999 was a lengthy one.  One of the main topics discussed, concerns the PDG Rudy Nisce Foundation.  The PDG Rudy Nisce Foundation, as we all know, helps those deserving students achieve their dreams by providing them their tuition & stipend during their schooling.  However, the Board of Trustees informed us that they are only able to sustain the students' needs through the revenue accrued from the foundation's principal fund.  Thus, to consistently uphold the goals of the foundation for our club's interest and considering that we accept 5 new scholars every year, we must extend support without reservation.  Let us bear in mind that the late PDG Rudy Nisce has played an active role in building our club to be what it is now - a strong club - of which we are now enjoying.
It was further agreed by the Board that the closest Tuesday to April 30 is now officially called the "
PDG RUDY NISCE Foundation Day" wherein members of the Board of Trustees will be invited to speak during this commemorative day.  Those who have been benefited by the foundation will also be invited.  Incidentally, April 30 is the death anniversary of the late PDG Rudy Nisce.
Our recently concluded Book Fair U.S. Surplus Bargain Sale turned out to be very successful. Thanks to the wonder hands of our phenomenal couple Rtn. Romeo and Hailey Chan, not to mention the active participation of our fellow Rotarians, Rotaractors and volunteers from the SFCC under the remarkable leadership of Rtn. Tim Warden.
Likewise, the Career Guidance at LUCI, our first joint project with the Inner Wheel Club held last Friday August 27,1999 was such a wonderful experience that this morning we join hands with the La Union Medical Society and Phil. National Red Cross in sponsoring the Health Fair Exhibit at Mabanag Compound.
In connection with the celebration of Lung Month of the Province, our club has put up a billboard at La Union National High School in our campaign against smoking and drug abuse among the youth.
I will not end this message without congratulating and welcoming our two new Rotarians who have just made their second wisest decision - next to getting married to their respective wives, that is joining the Rotary Club.  I salute you Reginald and Allan for making such a right decision.
Lastly, let us always remember that the joy of giving depends not; on how much we give, but, when to give it and how wholeheartedly we have given it.
